Case Studies

Organizational Readiness for AI Infusion

Redesign of a Strategy & Operations framework to enable enterprise-level alignment, preparing Regulatory Affairs and Technical Development for AI-driven transformation.

Insights

Challenge: Our client sought to modernize its R&D operating model to harness AI and digital capabilities across Regulatory Affairs and Technical Development. Fragmented processes and legacy systems limited visibility and slowed transformation efforts. The client needed a clear, actionable strategy that connected business value, capabilities, and technology priorities.

Approach: Scimitar partnered with executive leadership to map key workflows, assess digital maturity, and define an enterprise blueprint for AI readiness. The team harmonized regulatory and technical functions through organizational strategy, cross-functional alignment, and capability sequencing. Workshops and cross-functional engagements established a shared digital vision and actionable transformation priorities.

Impact: The initiative delivered a clear operating model linking digital investment to measurable value. Our client gained unified alignment across its Regulatory Affairs teams, enhanced decision transparency, and readiness for scalable AI use cases. The roadmap now guides phased technology enablement, driving efficiency, data integrity, and accelerated delivery of regulatory and development outcomes.

Launching an AI Center of Excellence

Development of an enterprise Advanced Analytics and AI Center of Excellence to develop and operationalize AI strategy, governance, pilot execution, and talent development across R&D and Technical Operations.

Insights

Challenge: Our client sought to transition from exploration to execution by forming an AI Center of Excellence. The organization faced fragmented pilot activity and lacked a unified governance structure to evaluate, prioritize, and scale AI use cases responsibly across highly regulated scientific and operational domains.

Approach: Scimitar designed and launched the AAAI CoE framework—defining operating principles, evaluation criteria, and governance processes. Through cross-functional workshops, the team identified high-impact use cases in regulatory, quality, and data management. Playbooks, intake templates, and communication tools were developed to ensure alignment, transparency, and sustainable scaling of AI experimentation.

Impact: The CoE is now operational with multiple pilots underway, driving measurable value through structured experimentation and portfolio governance. The client established consistent standards for model oversight and documentation, enhanced stakeholder confidence, and accelerated AI adoption. The AAAI framework has since become a template for broader digital innovation across enterprise functions.

AI Use Case Prioritization and Implementation Strategy for Client

Identification and prioritization of high-value AI opportunities across development functions to focus upcoming fiscal year investments and align leadership on an actionable digital roadmap.

Insights

Challenge: Client’s R&D teams were exploring AI applications but lacked clarity on where to focus investment. Leadership sought a structured approach to assess potential value, dependencies, and readiness across dozens of emerging AI use cases under tight strategic and budgetary timelines.

Approach: We conducted a landscape analysis across development functions, mapping over 50 opportunities against qualitative ROI and feasibility criteria. Through workshops and interviews, we consolidated initiatives into five core AI use cases and developed a 2×2 Business Opportunity Matrix to guide prioritization and sequencing for the upcoming fiscal year roadmap.

Impact: The effort delivered a clear, executive-aligned AI prioritization framework that focused investment on high-impact areas like clinical authoring and supply planning. The client’s digital leadership used the results to align cross-functional teams, drive focused pilot planning, and strengthen the case for transformative AI funding in the upcoming fiscal year.
